You can get by with just a couple of dollars in hosting as you only need 4 GB's for starting out.

For advertising, I would suggest starting out with every free option you can find. Once you have at least 10 players on during peak hours you can then spend $100+ on smaller YouTubers.

That alone should get you a decent player base for a few months.

What would you consider a decent player base?

Alright,

(all prices are estimates, may vary)
Skyblock Server Setup (Non Exclusive $15 | Exclusive $50) Needed
4GB Hosting ($6/monthly) https://aquatis.host/minecraft-hosting/ Needed
XenForo License ($140) Recommended or just crack like 99% of servers do
Server Logo ($35) Recommended
Server Banner ($20) Recommended
Advertisements (This really varies).

I'd recommend taking a look at
https://www.mc-market.org/threads/379042/

I know this is more then what you requested, but if you're gonna go, might as well go all in.

Depends on how high quality you want your server to be, using free builds and unprofessional domains won't give your server much of an appeal.

If you're still watching this thread I'll point out another thing, throwing money at a server won't make it successful, be prepared to put in a lot of work for very little return, manage how you spend money effectively, Purchasing a domain (eg; 'arduamc.net') is a good use of money, spending $70 on hosting before you've even started is a bad investment. Do your research and work out what is necessary and what isn't, cheers.
