get a gtx 750 ti if in stock
Get anything but a GT 1030, your integrated graphics will probably be better then that, try and go for a 750Ti or any used cards you can get in your area as the person above said. Also it's 2018 you don't need a CD drive, everything else looks alright.
my friends say a 1050 is the most recommended. i don't really need a cd drive either since i have some spare parts from my broken down pc

the main reason i have a cd drive is so i can load up some of the large collection of movies my parents have, they have like, i don't know, 4000 dvds. that's a lot of new entertainment that i can watch

Instead of a CD drive, you could always make a media collection depending on how fast your internet is. I have gigabit and can download mass movies etc really quickly. That way you could just save the money and the hassle of using CD's in the first place.

You could always get an external drive via USB later if you really think you need it down the line. I got one because I thought I needed it like a year ago and only ever used it like once.

It's shitty and won't run well
If you are a budget computer shopper then do not shop for new pieces.
Shop for old used pieces on craigslist and possibly ebay. You can usually get your money back if it does not work and if you buy over craigslist, see if they have a system it can be used in or record you using it the first time to prove if it works or not. Big channels like Linus Tech Tips do budget wars to see who can make the cheapest gaming pc and they almost always shop local and ebay. It's smart, but do expect possible problems. The pc will be x3 better than what your budget pc will do. Some components will be really easy to find online (gtx 1070s are in my area for 75 sometimes) while I can almost never find good motherboards. Just saying, try craigslist first for slightly more quality parts.
