I need an announcement plugin where I can send 2 different types of announcements. Both either network wide or just server wide.

Donor Announcement
I want a donor perk where donors can make announcements. This should be formatted differently then the staff's official announcements of course. It also of course needs a perm node. One perm node for the announcement just to be sent on one server and the other perm node for the announcement to be sent to the entire network.

Staff Announcement
I just need this for events, restarts, etc. This is not for automatic announcements like go vote, go visit our store, etc. This should be the same as the donor announcement just a different format then it of course. Two perm nodes, one for network wide announcement and one for server wide announcement.
