Buy prepaid cards online

Does anyone know a website a friend of mine can purchase a prepaid card and add balance to it online?

Only way to get a prepaid card online is if you are willing to pay 20$-100$ more than what it's worth. You won't get one for face value. If you can purchase a prepaid card online, why do you need it? If the money is in PayPal or something similar, you can just transfer it to your bank or order what you need online.
