Buying $1000 setup from company

Still, it shouldn't be the person doing the setup's responsibility to get you a playerbase. As I said before, pay someone like $100 to do the setup for you, and then pay someone to advertise. These are two completely different jobs which should be done by completely different people.

It's not special, it's a rip off. So, if I setup your server exactly how you want it, but players are not interested in it, you're going to chargeback me all the money you paid me to do this job, because players are not interested in your server? No one is going to do this for you; at least not on MCM.
It's your fault; you shouldn't have set up my server like shit to the point where none of my players like it.

Actually it would be your fault for not advertising right.
That money will make me survive around a year of food.
I'm not sure if there are many, if any, *legally registered and compliant* companies out there doing server setups.
Not being critical, I understand where you're coming from wanting to invest smartly, and having some assurance that it will be of quality and bound by honor and law.
My recommendation would be to hire someone with a good reputation, and a lot of positive history not only here but on other websites as well (look into their spigot profiles, reddit, github etc). You would pay them to use their knowledge of the community, game mechanics, networking/server systems and as you've made very clear, advertising. You'll be looking for someone who has experience with the communities of large networks, and the Minecraft community in general. They would end up taking your funds, and investing it smartly into the people they trust with more specific fields. They would hire developers, builders, artists and sysadmins accordingly to your needs. When advertising comes up, they would either have knowledge of getting in contact with youtubers, their managers or people who special in that regard.
This a specialized position, for someone who has a lot of general experience and has a good circle of trust. Someone who has had a track record of success in owning, and managing servers. Pretty much the equivalent of a stock broker. Someone who's been in the game a while.
You're getting a lot of negative feedback because of the terms of your job, however I don't think it's that ludicrous. Personally, I would go looking instead of trying to call people to you. While you won't know someone until you get to know them, you could surely be very analytical, and ask for the advice of others.
