Buying a custom factions setup
It should have a nice spawn
It should have cool features
It should also have a nice pvp arena.
You should set up ranks and kits according to me.
It should be on 1.13.2 guys (no 1.8.9 servers supporting upto 1.13)

Custom term means here server should be according to my requirements

- Custom Spigot?
- Custom Plugins?

And one final thing, do you have a budget in mind for this service or any themes that will need to be followed for the builds and other aspects of the server such as the scoreboard?

No need for custom spigot.
There are many awesome plugins try to avoid custom plugins

Contacted on Discord and had no issues with the attitude or response to the questions that I asked. I however, did reject the project due to the monetary reward involved.
