To be honest, with 40 dollars you cant have a really nice server. Faction servers need approximately 4gb of ram for 20players (as an experienced Faction Server Owner). For custom plugins you could be paying around 100$... So, already you are out of your budget. I suggest just doing all free plugins, get a little cash from donations than slowly grow. Good Luck.
