You can create an account and send and receive funds without verification, you just cannot buy from them at the low rates they offer without providing proof of identification.

Yeah there are hundreds of places where you can create a wallet with 0 verification. If you're under 18 DO NOT USE COINBASE for storage, had a good amount (now $600) that I couldn't touch for awhile because they did not allow withdrawals without full id verification - only deposits. bull****
