Buying Crate Plugin EULA Complaint

So I own a factions server with a few other people and we need to make it EULA Complaint as some of you may know TheCampingRusher (Owner Of The Archon) has had someone make him a crate plugin so when you buy a crate it gives you a chest that you place down in the warzone and it spawns in a radius of 10 I believe and anyone has a chance to get it. Is anyone capable into making this for me? We will pay some money PM if you're interested.
