Literally, no information about what you need, if you're looking for a server administrator, a configurator or an actual developer to code you a plugin.

You ain't going to attract a developer with this little information.

I am looking for someone who knows how to make few easy custom plugins like a plug-in where you can fly in enemy territory. I am also looking for someone who knows how to do things like make flawless cannoning and just overall help configure the server.

There are plugins out there that can do the enemy territory flying aswell as smooth cannoning, you just have to search for them
