You DONT want this in a plugin, you need a Spigot Fork.

Just to reiterate what was stated. The smoothest and most consistent knockback can onky be achieved on a spigot level. There is only so much plugins can achieve especially regarding knockback as default spigot/paperspigoy has something called a tick shuffle which essentially was the cause of the infamous relog-glitch.
