That's way too small, you can't get anything custom other than a build. I suggest raising your budget or I can make you something that doesn't include custom stuff.

I know im paying that much for now but I will be paying more next $25 more next saturday than I will pay $25 more the saturday after that.

Then wait until you have about $200 if you want everything on your list.

You won't get custom builds and plugins with that budget. Your best bet is buying a pre-made hcf server with that budget. If you seriously want all of this you really need to have a much bigger budget. It's going to be $100+.

Well what i'm really looking for buying is a premade server with all that custom stuff with it im mostly looking to pay around $150 to $250.

Yes my final budget is 150 to 250 but I don't have the money yet but I should have the money as soon as i'm on break because i'm still currently in school at the moment.
