Buying Medium Server (10-50), Large budget

I'm looking to buy a large server with around 10-50+ players either Factions or Prison, might look into a network if I like it alot. High quality builds, website, etc are always a plus.

Budget: $1,000 USD.

You will not get what you are asking for, for $1,000. You'd be lucky to get a 15 player base with that.
