Buying Prison Server

Hello, I am willing to spend $100
on a prison server
The prison server must include:
A good player base (20-30 players)
Everything finished (Ranks, staff, mines ect.)
I don't really care if its op or regular.
An IP to make sure its legit

Based on evaluation, the price may fluctuate.
