Player-base is what matters the most when buying a server, so I would get a setup. 200 will get you nowhere, just buy a hq setup.

I have talked to this guy and he has a server with 150 player base I saw it! But it's german so he want's an english one now (adding it to his network)

it's very rare to find a owner to sell you a high player base with a $200-300 budget.. i'm currently selling a FFA server for $80
