You enable 3D layering in After Effects and use Positioning keyframes.[DOUBLEPOST=1540224052][/DOUBLEPOST]It was most likely rendered in C4D for its camera movements, if you wanted to do something like this in minecraft or anything else S_BlurMoCurves zooms in almost like a screen pump- but this is more of like a Pan and Crop in Sony Vegas or After Effects
Twixtor is used only for syncing the audio, but in a C4D render like that the audio can be synced while creating the actual video.
