C# Developer to partner with for a money maker!

You may remember me from my previous thread regarding quotes. Well after receing around 10, it turns out its a bit more than I expected. So now, I'm looking to partner with a C# developer who can:
Write up an altgen
Maintain the Program
Possibly - Web Development as it will have webhooks
What I will do:
Keep the accounts stocked
Fund the program(Money for ads, accounts and more)

Perks:
Money is split 50/50 and all you need to do is write up a one time thing and maintain the program with updates. Pay split will be sent weekly!

Few questions:

Will the program be reading from a php file or similar?

Write up an altgen

Altgen to hook into the web hosting which will add, remove, get and edit lists of alts? (Via MySQL database)?
