Theres a difference between "Charging Back" and "Changing My Mind"
From 25 dollar BIN to 20 to 15 then even you said 10... thats charging back.
Got any proof of transactions being charged back? (screenshot of paypal transactions page with personal details censored, for instance).
If you have already sent the built before chargeback, that would be termed as scamming. so it is rather important to get proof of this.

That's not charging back, that's simply lowering the price. If the price goes below what you are willing to receive, stop building. or finish it and sell it to him via here, completing the transaction with the prices offered here.
Charging back means that he uses a function of paypal to return money he paid you from your account back to his after the transaction is completed
yeah, I'm afraid that's not the definition of charging back. Its very annoying if that happens (I've had it happen plenty of times), but it's not against the rules of the forum, nor is it in any way illegal or scamming unless you have a written agreement that pledges his commitment to buying the build. Which I highly doubt you have as few people would go for something like that.

I may be wrong on the definition, but changing your mind after accepting a deal is not quite illegal. It just makes you unpleasant to deal with and may be a cause for people not to deal with you if they have a choice.
Technically, if you have both agreed to the deal with explicit statements, you could call it breaking of a verbal contract, but unless you have a highly skilled attorney making the case or you bribed the judge, it is impossible to get a case on that, since its very difficult to prove to a court's satisfaction.
