Can I re-open a PayPal dispute for 1 payment twice? Since I've been scammed and tricked into the fact I'd close the dispute and re-open it when they actually scam I can't do this anymore. Any tips or tricks I can do from your experience that I can get my money back?

They have a specific department that handles fraud and problem resolutions they might be able to override something for you.

Keep working hard and one day 20$ won’t matter because of how good of a skill you would have achieved, so lots of great customers.

Sadly, you cannot open a case twice. I learned this the hard way too.
You could try calling them though, but I doubt they'd really do much over a measly $20.
It might seem like a lot to you, but they have better things to take care of.
