Can someone help me with my PC?

Alright so basically, I tried to factory reset my pc (erasing all the files, not saving any and clearing the drives or whatever), and it went through the whole “Resetting PC” process perfectly fine. It got to 100% perfectly fine, and then it rebooted to this screen and it has been stuck on this screen for at least 8 hours. (the image inserted all the way at the top of the thread for some reason , I’m on mobile so I’m not sure how to fix it)

Anyway, can someone please help me get pass this screen? Any help would be so much appreciated !

legit turn it off for like 5 mins and turn it back on similar thing happend to me mine was stuck at 99% for 24 hrs + so i called my pc company they told me to restart it for 5 mins it was fine
