Can the original owner of a UFA account recover it?

If you have the TID and contact Mojang, sure
It can happen, yes. If they have access to enough information about the account, stuff nobody but the original owner would know, they can have it pulled. Have had a friend that lost an account or two because of it being pulled back. I think a lot of older accounts may not have TID so they ask for questions only the real owner would know: "
1. In what city and country were you when you registered your account?
2. What month and year did you register your account? Only the year is not an acceptable answer.
3. What is the email address used to register the account?
4. Are you able to provide an image of a bank statement clearly showing the date and transaction?
5. What was the name and email address of the person that made the original purchase?
"

Happened to me once, the name was reverted but the skin wasn't (I guess the OGO liked my skin choice!). IIRC the OGO can only recover with the TID, but I'm not too sure. I'll edit this if I get more info.
Any account can be recovered if you can make Mojang believe you’re the original owner. TID, Order ID, purchase information, even minecon tickets all have been used in the past to recover accounts.
For some reason, people think that unmigrated account = TID “lost” when in reality, an email gets sent to the buyer’s email after an account is purchased, clearly stating the TID. And even if that email was deleted, it can be found by contacting whatever payment processor was used most of the time.
The real reason unmigs tend to not get pulled most of the time is because they were made 8 to 11 years ago and usually the owners don’t notice it’s gone or just don’t care about it. Personally if club penguin was still around and someone stole my club penguin account, I really wouldn’t care. Probably wouldn’t even notice. (And back then, I probably spent a few hundred on membership upgrades) Same for a lot of these people as well.
If you want 100% lifetime security for an account, you’d have to buy it from minecraft.net directly and also not violate any of the terms such as selling the account.
So yes, with unmigs, there is a very low chance anything will happen, but the chance is still there. Also, I’ve seen accounts that were used in 2015 to snipe an OG and then 4 years later in 2019 got recovered by the original owner. You never really know.
