I have a friend in the community (who ive known for many years) who I really want to make a deal with but he's known to do some shady stuff in the past. because he has been banned on paypal he must first send me money through cashapp then i am to pay someone on his behalf. I want to know if there is any way he can refund the money once he has sent it to me as I am not familiar with cashapp transactions.

Sounds like fraud or a scam. Big no-no. Even if it isn't, it's not worth risking your integrity.

If you're questioning if someone is going to screw you over. 9 times out of 10 they will. If its sketchy dont do it. But yes there are CashApp disputes via support.
yeah its just i've known this guy for 5 years and i feel as if it could be worth losing the money if it means flushing out a bad friend. can you think of any non-refundable ways of transferring money besides bitcoin?

Have them send you video proof of them sending via balance not bank along with a note that indisputably proves they're sending it to you and not someone else. If they disagree to this they are 100% scamming you. This goes for whatever medium they use, Venmo, Paypal, CashApp, etc.

Dont take that chance bro. Ask him to find other people to help him out. If he bugs you too much charge him extra 10% funds and ask him to keep money in your BTC wallets as assurance. If you dictate the terms he will say no and will stop the idea of scamming you.
