Can You Still Make A Successful Server?

I have been away from the scene for a long time it feels like, and I was just wondering if people are still able to start up a server and make it successful? I don't really have a plan to do this, but I was just curious because I know Minecraft is back on the resurgence slope (not that it was ever dead) and was thinking of joining some smaller servers to play on.

Yes, if you spend thousands in advertising. If you have a small budget then most likely no unless you wanna spend MONTHS trying to build up a playerbase
