Cannot Upgrade

Why might this be? Some PayPal forum posts say it's because PayPal has hardened security/less trust in certain websites. I tried paying by card, as a guest.

I think it's an issue with my bank. Checking.[DOUBLEPOST=1472231303][/DOUBLEPOST]Bank confirmed another purchase but PayPal still won't budge. I will leave it for tonight.

This has happened to some people that were trying to buy incognito.
They would get this error and there was nothing that I could fix on my end. Now three of these people actually ended up calling paypal and asking what the problem was. Paypal replied saying that I am a a scammer and that they have blocked their account from sending money to me and that they would never undo the block.

I am not sure if this is the same thing but those users tried to send me money multiple times over the course of a month and it never worked.

Turns out my bank was flagging the transactions. Had 001nathan100 gift me it.

It's usually not on our side but on the buyer's side. My PayPal is business verified so it's less likely to get locked.
