This doesn't appear to be a software bug, but rather a configuration one. It's currently configured to where if you've left one reputation for a user in the past, you can't ever again (or for at least 99999999999999 hours).

Edit: And before everyone quotes this and says "fix it," the delay hasn't been determined quite yet.

I was once permitted by a staff member to re-add a reputation to a person. So I won't be able to do that any more?

This issue has been fixed with our reputation update we had a while ago. I'll move this to the bug report archives, thank you.
