Can't send payments to certain people with PayPal???

Title pretty much says it all. I can send payments to some people like my parents and buy steam wallet but I can't send money to certain people. I got a debit card linked and everything just not a bank card but I don't think that effects anything because I used to be able to send money to this person.

It's a problem on their side then.

It's either an error on their side or, you are about to get your paypal locked.

I called them many times and they said that their security is saying that i'm making suspicious payments and I had to make an alternative payment
