Can't use custom arrows? (Need Help)

Sorry for all the questions and threads. Just trying to get EVERYTHING squared away, and quite frankly looking a lot nicer for people who buy my setup.

Now, I have had this issue before, however I was never sure as to how to fix it. So, I am hoping someone will know the answer to my question.

When I go to add in any sort of HTML arrow, such as these ones.

», →, ♦

They do not work, and I get the wonderful "?", or the Question mark in a box. If anyone knows how to fix this, so the literal symbols show, that would be great!

They are the numbers/formats for creating symbols like
