How is this possible and how much would a plugin like this cost? they aren't banner capes and can be applied to npc's

It must be some kind of texturepack or something like that. What's the ip to that server I'll investigate

That cape on the player doesn't look real, it's probably a texture pack as Monkey said

2015 is a real cape and 2012 is one of their capes

This is odd. I looked at the NPC's cape and it's smaller, but the cape is not part of its actual skin

I will look more into this.

Edit #1: Confirmed that they are not real capes (kinda obvious but whatever) If you turn off capes in the settings you still see the cape on the NPC.
the npc with the blue 2012 cape is the skin of their dev Spawl which according to namemc only has 2015 cape[DOUBLEPOST=1449814286,1449800347][/DOUBLEPOST]

I just tested this on my own server if you generate an npc with a cape. notch for example and turn your capes off it still stays. obviously they are not real real capes it only applies to that server. also the space is only a space because of the fact the npc is in the sitting position
