Hasan is who I bought it from, I'm sure he didn't commission all this but I'm not sure who comes before him. Not that owner history really matters with this stuff, the reputation on the server isn't bad at all, I've only heard good things about it. Not sure when it was released though, or what playerbase it had, but it did have players. This has worth to it.
