Certain Spawners Will Not Spawn Mobs?

(Honestly not sure if this is the best section for this - please tell me if there is a better section )

Recently after releasing my skyblock server (ArrowheadMC.us) a few members noticed that some spawners would simply not spawn mobs. Mainly being slime spawners. What do you believe could cause this?

I will upload a picture of my plugins later.

I'm pretty sure Slime Spawners need to be placed in Slime chunks to spawn.

Test a spawner in a swamp biome for example, against a spawner in the desert. I hope this helped
