Chance Plugin

Hi i need a Chance plugin in Java not skript.

What i need it to do is.

If player has Permission ______ and break STONE there is 0.05% Chance that command is run: COMMAND (would be great with the option for more than 1 command being excecuted)

Also needs to work with breaking crops, killing people, fishing,

Would need to work with a config file where you can add items with a chance.

Does anyone know of a plugin like this? if not what would i cost to get it developed?
