Change the chatbox 20minute rule to once every full chatbox cycle

Instead of making a 20 minute chat box timer, it should each user can only advertise once the chatbox has done a full cycle (AKA, their previous advertisement was cleared from the chatbox due to newer messages being posted)

This will prevent people from spamming advertisements if the chatbox is dead, and also allow for peoples advertisements to be seen if the chatbox is extremely active and their ad is lost instantly

Having a set time interval is much easier to be enforced and explained. Additionally, what is considered a full chat cycle? I know between the 4 devices I use to moderate the forums, all 4 of them sometimes load chat differently. Some days it's just recent messages and other days it's recent messages and messages from 12 hours earlier still loaded.

Since chat lengths will vary between users depending on their own browser cache, enforcement of this would be impossible with our current software. I also see no compelling reason to invest development time into reworking our chat to be able to support a change in policy. Especially considering that when chat moves fast, a policy like this would mean that advertisements can repeatedly be posted, regardless of how recently it had already been posted. With many different advertisers all pushing each other’s messages off the screen, this would become a policy that doesn’t scale well with increased user activity.
