Change the "Published" date on resources to show the date a resource is published

Currently, the date shown on resources as "published" shows the date the draft was first created, rather than the date the resource went live on the site.
It'd be nice to have this changed to the actual date it was published, so it's not misleading.
I might have a draft in the works for weeks, and I'd rather that date not be weeks or months old when it's initially published.

This should already be the case for resources published after Oct 31, 2023. For the ones published before this date, we weren't storing this information so we cannot retroactively apply it to these. Instead, we have to show the draft creation date since that's better than nothing. You'll notice that drafts which haven't been published before now show "N/A" instead of the draft creation date.
