is it possible even if the world is already made?
Any existing chunks will stay the same; however, new chunks MIGHT be flat.
It is advised to create a new world.
even with a file change?
The world will generate with the current settings defined within the current configuration & plugins installed. When you generate the world without flat-bedrock enabled (or a plugin), then every chunk your player renders (generates) will make those chunks spawn 'default' bedrock.
If you decide to change this to 'true' (or install a plugin), the 'new' chunks that you generate after the config (or file) change may become flat; however, do not quote me on that since I haven't tested it myself (since in almost all cases, I just delete and re-generate the world if I want flat-bedrock). Personally, it is better to re-generate the world than to try a different way around it.
