Chat box for regular members

My idea was to add a separate chat box where regular members can chat. Since there would be a lot of spam etc, maybe make it so links cannot be sent, small cooldown after each message & maybe a few more rules. People with Premium & supreme also should have access to this chat box but the same rules apply for them too, but people with Premium / Supreme can bypass the chat cooldown.

Would everybody still have permission to view each chat? Like would newer / non premium / supreme people still be able to look over the other chat? Because if not then things might be kind of harder to sell / advertise because half the people would not see the advertising stuff. I hope that makes sense. and yea, it does take a way the point of sup / premium a little bit, but cool idea.

I wouldn't mind this being implemented honestly. I understand that many people (including me) brought/want premium/supreme because of the shout box and the ability to advertise. Adding another shout box would take away from the value of premium but it could help. For example, when I have advertised in the shout box, I have been PM'd by members asking about my services and I guess adding a separate chat box could help someone like me converse with potential clients.

There'd be so many people talking that a slowmode would need to be implemented to keep track of things, probably 20-30 seconds, which makes having a conversation difficult. on top of that, it would reduce the value of buying premium, and therefore the value of having bought it.
