Chat Plugin

Hopefully, I can get this for free but will pay if seriously necessary.

I need a plugin that includes the following:

Staffchat: (/sc {message})

Clearchat: (/clearchat): Fully clears/deletes all previous chat messages. It should also say the name
of the player who muted chat.

Slowchat: (/slowchat {time:seconds}) Slows chat so that players can only talk once every
{specified time}.

Mutechat: (/mutechat): Mutes chat for everyone except players with the permission
(mutechat.bypass).

All of these should have the ability to be bypass if a player is part of the staff. The plugin should include
permissions to bypass all of these/enable these. It should add permissions to use all of these commands. (/mutechat, /slowchat, /clearchat, etc.)
