Chatfilter

This should be a simple plugin, however I do not know how to use java.

I need a custom chatfilter with 3 modes.

1. Filtered: Every word defined in the config is blurred out with ***** and cannot be seen at all.
2. Filtered with mouseover: Words defined in config are blurred out with **** however if you hover your mouse over them it shows the original word.
3. Unfiltered: No words are filtered from the config

Lastly I would need a command to switch chats using /chatfilter and a permission to give players access to the command.
