Usually you will be able to access the data center with your ID as long as your a customer of record with a tenant of the facility.

At providers such as Hetzner or Contabo (both in Germany) you need to pay for a technician that checks WHAT you do, WHEN and how you do it to assure that you don't do any corrupt things. Basically you have to charge to visit your server.

Yes, you can access the datacenter 24/7/365 though you need to give us a headsup to get you on the access list. Photo ID is required.
