You won't get a dedicated server with those specs. I think you're looking for a VPS.

https://nexril.net/vps might be a good place to look for a VPS that fits those requirements.

Nexril nor any VPS is my fit. I need Ubuntu 17.10 also that's not available on their VPS hosting. I'm going to use it for a MCPE game server and I need 100% resource availability, no fair usage policies

You won't get a 4GHz + CPU with 1-2 cores. You don't really find CPU's that are clocked at 4GHz with just a single or dual core. They are quad cores or higher. Asides no provider in there right mind would spend $500 + on buying a server with those specs and only put 1GB of RAM in there for $20 when they could put 32GB for not a great deal more and sell it for at the very least 3 times that much a month. It would likely cost them more to power the server than $15-20/m. Thats without considering the cost of IP addresses and bandwidth.

Also, not really a good idea to go with that. When picking a ubuntu OS, you should really be going for the latest LTS version which happens to be 16.04 currently until 18.04 comes out. LTS means long term support. They will stop updates for Ubuntu 17.10 mid 2018, whereas 16.04 will still be getting updates until 2021. There is also little to no benefit of using 17.10 over 16.04 anyway. Hence why most system admins don't really install the latest version, unless its an LTS one.

Well, my maximum budget is $30/mo.
In that case you might be an older dedi that could reach up to 3Ghz maybe a tiny bit over, pushing it a bit to get an SSD though. But a 4GHz+ server is considered quite high end, so you will either need to be paying at least $50-60/m or get a VPS.

You can just upgrade from the command line. Just install ubuntu 16
