Cheap & Experienced Developer

I am looking for a developer to code a custom Gangs plugin for my server. The plugin is very extensive and large. Below are my requirements. Do not comment down below if you do not meet ALL of them.

1. Portfolio of plugins with vouches and positive rep
2. Experienced in Java
3. CAN RESPOND TO ME WITHIN 24H
4. English speaking
5. Has a lot of free time

Do not message me if you are not able to complete this within 2 weeks.

My budget is very low, around $50, so if you cannot do this, DO NOT MESSAGE ME. I understand that most developers will charge more for this plugin, but this is what I can afford.

For $50 this wont happen. Even your basic developer who'd likely get somewhat of a decent version of this made would charge more than $50.

Yes, I've received one negative rep due to a teammate on my development team as opposed to all of the positive ratings / vouches -I've received but since that seems to be a problem for you good luck finding a willing competent developer.

I'd be willing to do this, but it wouldn't have all the features you'd be looking for (if the price would be $50).

And you can find cheap AND experienced people out there, I'm not entirely sure about developers, but you can definitely find people who are experienced that work for a low price. Could you perhaps give a rough outline on what you want the plugin to look like?

I have a google docs with the info on it. But I am guessing you are not a developer yourself?

You are truly one special type of person. You can be legit, and offer a good developing service. No legit and good developer will make you this for $50 whatsoever. You're better off just going to spigot, or bukkit and finding already made plugins of this. Stop trying to find anyone here as you won't find one who will do the job well.

Before you try to flame me, please learn how to read the english language correctly. Thanks for advising me to look on Spigot or Bukkit for plugins.
