[Cheap/Free] Small Plugin Development Services

Hey, I'm FuckingProblems and I've been making Bukkit/Spigot plugins for a couple months now. In the title, it says "Cheap/Free". I'm not looking to make big plugins or mini-games or anything of that sort. I'm looking to make small-medium sized plugins for a small price or perhaps free, depending on what the work will consist of, if the plugin is for the intent of making server profits, and if the plugin is meant to be private or public. My main purpose isn't to make money, I'm looking for experience and working to build a portfolio. If you want me to make your plugin, please fill out the following format. You can post it as a reply to this thread or PM me it if you wish.

What the plugin does. Features, plans, etc: I'd like a plugin that can merge potions, for example with a command /merge it opens a GUI like this:

and preferably has configurable messages and lore of the potion up there like this:

Another cosmetic addition could be potions changing from like splash poison, jump boost and fire resistance.

Also, if you can *please* make it take a configurable amount of money for merging potions c;

Are you prepared to pay for the plugin or are you looking for it to be free: I'd appreciate if you make it free, because I'm pretty short on money right now.
Why I should make this plugin for you(Only have to answer this one if it's going to be free): I'm asking for this plugin to be made because I've never seen a public plugin like this and it will be quite useful especially for Faction/PvP servers, and it will help your portfolio . I'll really appreciate this if you make it because I always wanted a plugin like this and as I said, never found one. Thank you in advance.

Description
A plugin that can shoot different types of arrows but has ammo on the bow, for example when someone wins the bow in a crate they receive it in their inventory. The bow, when hovered on in their inventory says for example:
TNT BOW
-------------
This bow shoots TnT and
explodes on target!
Shots: 16


Also, if you can *please* make it take a configurable amount of shots.
