Cheap & Reliable VPS/Dedi Host

I need a host that can offer the following as a minimum:

Memory: 16GB DDR3
Storage: 100GB SSD / 200GB HDD
Location: NA / Preferably US, however anywhere in NA works.

Price: no more than $30/month.

The host must have multiple positive reviews and have been running for 6 months minimum.

I apologize if this sounds like a choosing beggars type thing, but last thread I made I got offers from unreliable hosts, and half the people didn't even read it.

I plan on using it for Small (10 Max people) MC hosting, and web hosting. Possibly small storage too.
EDIT: This is meant to help you figure out what CPU I should use, that's why i said what I plan on using it for.

I would prefer to have it by today, I've been attempting to find a decent host all week so I could buy today.

I myself could offer it to you April 1st for exactly $3025 but with 80gb SSD space and 8 cores.

Completely understand, I know there's gotta be someone who can get that for you. Most likely a hybrid or a VPS, but I'd be careful because you might get an offer with a pretty crap CPU. Try to stay in E3s or i7s if possible. Above 3ghz

Yeah I was gonna go with a 4.0ghz i7 16GB DDR4 from securesrv.io, but they're site went offline so I can't.

My backup option (if I can't get a deal by tomorrow) is this:
CPU: E5-1620v2 (4 vCores @ 3.70GHz)
RAM: 20GB DDR3
Disk: 300GB HDD
