I am just looking for a cheap 2GB server (would love 1/GB but I will pay more) that I can buy with PayPal Balance, heaps of hosts dont allow payment with PayPal balance. I don't care about the specs as this is just a server for dev testing. Just want a cheap server.

Why dont you just use a website that offers free hosting ? Most of them give you a server with 1 and a half gigs? You just have to renew it every so often. Beats having to pay.

If its for dev look for one of those dev companies that give out free VPS's. I know there are a lot around especially for college students.
