cheap vps that meets my requirements

I am looking for a VPS that has 1ms or <1ms to api.mojang.com, it has to be able to run a python script.

Requirements arent much, just need something simple like 4-6 cores and 8-12 gb of ram. Don't really need any storage, but like 100gb or more should be fine.

api.mojang.com is protected by Amazon CloudFront CDN, unless you know the actual IP any provider who runs a ping test will be showing a ping to the CDN not the actual server.
For example, our network shows 1.72ms to the CDN.
Unless you are wanting the ping to be to the CDN?
At which point one would assume you would need a location nearest to the CDN which is nearest to the actual server?
