I apologize if you believe that it is. Unfortunately VPS systems are not as "cheap" to run/set up as web hosting. Which may be up your ally for your allotted budget.
You also should take into account that you do get what you pay for
If you do manage to find a VPS for that price it may not have the best uptime or performance.

No idea. I was going to make a thread about this. For around $2. If I make this my bussiness. I have 6 VPS servers.
$2 for that? In NL? Will it have a panel?
When I think of doing it. I was going to make a ProfessionalPanel. Which is basically multicraft or a regular vps panel.
