I am not 100% sure. I would say $1-3/gb. Never owned a vps before so not sure if this is reasonable. I don't need amazing specs as it is just a test server. 4gb at most. I have found a website that has 4gb of ram for $5
I don't know what you mean. If you mean location, it doesn't matter. If you mean localization then I am currently doing that but it is hard having 3 servers running along with mysql and redis as it lags and slows down my pc.

I’ve had a Contabo VPS for over 4 months with 24GB of RAM and so far it’s really good, the performance is pretty good and there is never any downtime. You get 100mbps up & down which is decent, if you have a test server you don’t really need anymore than that. The CPU’s are pretty good, my VPS runs off a Intel(R) Xeon(R) CPU E5-2630 v4 which is much better than what other VPS hosting companies provide.
The only downside would be that the company doesn’t offer any US hosting, they are based purely in Germany so if you live in the US I would go for some Minecraft Hosting company like PebbleHost or any other budget host but, if you are in Europe then you could consider this. You should probably go for the 5€ plan for 8GB of RAM but, if you ever need to upgrade/downgrade then you can just email their support at: [email protected] and they can upgrade/downgrade your VPS at no extra cost (unless you have a Windows Server and want to switch to Linux, you have to pay like 25€).

I recommend Nexril tbh even though they aren’t as cost-effective in terms of your budget.

Contabo has no DDoS protection at all if you're looking for a DDoS protected server. Lots of people have had issues, not sure if they improved at all. You will find Kieraaaan who's having a great time immensely disagree with this, but it's not always like that. Remember that you get what you pay for.
Would reccommend Zelon for your VPS though, they have a great network.
I’ve never had anyone DDoS my VPS before so I wouldn’t really know how good the protection is but they do have some DDoS protection as you can see here but, as I said before, I wouldn’t know how good it is until it actually happens to me.
Yes, well, they happen all the time now. They MAY have an in-house system but looking as they developed it themselves it's probably not that good. I've tried contabo and I believe it cannot withstand a 1Gbps attack.
