What he is saying usually holds true, but don't shy from a deal if you see one. Sometimes some developers are just a bit more efficient, so don't take that advice to seriously

I am fully fluent in HTML5, CSS3, PHP (MySQL) and JavaScript and would love to work with you on this project! I can complete the entire project for around $30, but this would depend on the "checkout" system as that could be complicated if you require a customised billing system. That price would include free hosting (however you could of course host it on a better platform of your choice) that would be able to cope with standard web traffic.
