I'm pretty much a beginner in html and css but I have some decent knowledge.
Depending on how many pages and the complexity of the site we can determine a price (gonna always be less than a couple of dollars)

I will not host your website or give you a domain, I will only code the html and css and leave the rest up to you.

I have exams on html and css so i just want to use this for the practice in the subject.

Example:
desolate.cc <- My autoclicker site, its constantly being updated.

If you are only a beginner to HTML and CSS, I encourage you to take online courses / read books in order to get a more fundamental understanding of how to design websites using both languages - this will help you secure more clients in the long run.

I'm gonna be brutally honest: just briefly looking over the HTML and CSS of the example site shows how much of a beginner you are. I really appreciate you want to help people, but nobody is going to pay money for what you can currently do. My advice would be to take an online course or look at w3schools, I used them myself and I feel I have improved vastly by using it.

I realise im not looking for much at all, All im asking for is < $1 at most. I know my skills aren't amazing but I am trying to use this for my own learning. I am taking a class at school to learn this and want to use actual practice to find out what people actually want from their website. It's best to do this in a more controlled environment where you are learning about what client's want and how you should develop a website for a client without the actual client. There are numerous mock projects online all over blog-websites, tutorials, etc. that present you with a fun project to do like designing a portfolio page with HTML, CSS, and Bootstrap. From here you will learn what it takes to create a fully functional, responsive, well-designed website.

I highly discourage anyone from doing this approach where beginners instantly offer services - I liken it to a surgeon on his first day of medical school practicing surgery. You need to be well-versed first, educated, and knowledgeable about what you are doing first before offering your services for money.

I guess the comparison between this and the surgeon thing makes sense. But some people could be looking for something simple like what I can do. I appreciate what you are saying though. I will look into those mock projects, they sound helpful.
