Chest restock plugin

I am looking for a plugin that restocks chests with customized loot. However, unlike most, I have found I need this to restock chests every set time amount. I Also need it to restock and mark chests within a world edit selection or world guard region inside a config. I need this as soon as possible! I also need some to have divided loot tables, for example, a world guard region named zone 2 would use a loot table with a set list of loot and how rare it is to find that in that area. In simpler terms, if you have ever heard of the mc-warz server I want that exact chest stocking function.

I also want the barb wire function too where you place cobwebs and it slows you down and deals damage over time and you can cut it by right-clicking the cobweb with shears.

if one or more plugins can fit this description then please name them!

otherwise, I will buy a plugin that does this exactly for anywhere from $0-$15
