Is there a plugin out there that can take chests from players you choose and rollback them into a database file and when they come back on if they ever do they can /retrieve or some kind of command to get their items back.

This would be made to get rid of random chests in places that aren't really used if someone is not on anymore and someone else is trying to expand their land.

I'm a little confused about the concept of this plugin. Wouldn't they just be able to log off take the items on an alt account and roll back and do it over and over?

no the premise is to get rid of unused space, but if someone has valuable things in a chest in the space i can put it to a database and get rid of the chests. If they ever log back on again they can run a command and the items will be presented back to them in some sort of fashion. there can be an admin command to switch the blocks of a player to another, that would be a cool thing. thanks for that suggestion.
